Indeed, you have shown high aptitude in science, mathematics and engineering to be an awardee of the Science and Technology Scholarships administered by the Department of Science and Technology through the Science Education Institute (DOST-SEI). With the coming in of fresh batch of scholars like you, we see a brighter future in the advancement of our countrys Science and Technology capability.
The DOST-SEI strives to increase the pool of quality S&T human resources by producing competent scholar-graduates who, in the future, will contribute and apply their expertise to come up
with solutions for the pressing problems of our nation. Thus, we are expecting the best from you as a scholar and future S&T front liner. May this scholarship award serve as your inspiration and driving force to be successful and productive in your chosen field of specialization. Getting the scholarship award and being an S&T scholar is not a piece of cake. You may encounter some challenges and problems along your journey that could test your capabilities. You may ask questions about the scholarship program. This S&T Scholars Handbook has been prepared especially for you. This Handbook provides relevant information and reminders that will help you maintain your scholarship. There are also certain pointers on how to comply with the requirements for the duration of your scholarship and beyond. It is important for you to familiarize yourself with the mechanics and policies of the DOST-SEI Scholarship Program so that you will stay on track until you finish your degree with a spirit of excellence. As the new Director of the Science Education Institute (SEI), I would like to congratulate all scholars who successfully made their way to the Science and Technology Undergraduate Scholarship Programs. As the Chinese philosopher Lao-Tzu said: A journey of a thousand miles must begin with a single step. To our dear scholars, this may just be a start of a long extensive journey towards a successful career in S&T, but I am confident that you can get to where you are destined to go. Always put in mind that this scholarship grant is your stepping stone towards your ultimate goal and eventually to your success. Know that you
have abundant potentials within you and you just have to bring it to fruition. Inevitably, obstacles might come along your way but with firm determination and faith in God and self, you will overcome those. You can conquer the hardships and challenges if you stay focused on your desired destination. It takes one small step at a time to succeed.
We, at SEI, are very proud of you and we would be right behind you to support your endeavours. May you find this S&T Scholars Handbook useful. It was prepared to guide you and keep you on track, until you become a successful S&T graduate. 1. DOST-SEI AND ITS MANDATE
The Science Education Institute is a service agency of the Department of
Science and Technology mandated to:
a. Develop a scientifically and technologically literate citizenry; and
b. Accelerate the development of S&T human resources needed for socio-economic development.
2. THE DOST-SEI UNDERGRADUATE SCHOLARSHIPS
To fulfill these mandates, SEI undertakes, among others, undergraduate scholarship programs:
2.a. DOST-SEI Merit Scholarship Program
The DOST-SEI Merit Scholarship Program, formerly known as the NSDB or NSTA Scholarship, begun in 1958. Merit scholars pursue priority courses in the basic sciences, engineering, other applied sciences and science/mathematics teaching at identified universi- ties.
2.b. RA 7687 Science and Technology Scholarship Program
Republic Act No. 7687, also known as the
Science and Technology Scholarship Act of
1994, provides for scholarships to talented
and deserving students whose families socio-
economic status do not exceed the set cut-off
values of certain indicators. Qualifiers must
pursue priority fields of study in the basic
sciences, engineering, other applied sciences
and science and mathematics teaching.

3. PROGRAM OBJECTIVES
The S&T Scholarship Programs aim to:
Stimulate and entice talented Filipino youths to pursue lifetime productive careers in science and technology; and
Ensure a steady, adequate supply of qualified S&T human resources which can steer the country towards national progress.
4. CRITERIA OF ELIGIBILITY
4.a. Merit Scholarships
The applicant must be:
1.a a member of the top five percent (5%) of the regular high school graduating
class;
1.b a member of the graduating class of a DOST-SEI-identified or DepEd-
recognized science high school;
2. a natural-born Filipino citizen;
3. in good health;
4. of good moral character; and
5. a qualifier of the S&T Scholarship Examination.
4.b. RA 7687 Scholarships
The applicant must be:
1. a poor, talented and deserving student who belongs to a family whose socio-economic status does not exceed the set values of certain indicators as approved by the Advisory Committee on S&T Scholarships;
2.1 a member of the top five percent (5%) of the regular high school graduating class; or
2.2 a member of the graduating class of a DOST-SEI-identified or DepEd-recognized science high school;
3. a natural-born Filipino citizen;
4. a resident of the municipality for the last 4 years as attested by the barangay/school records;
5. of good moral character and in good health; and
6. a qualifier of the S&T Sc
